Twelve years ago, when I was 10, I played at being a soldier. I walked up the brook behind our house in Bronxville to a junglelike, overgrown field and dug trenches down to water level with my friends. Then, pretending that we were doughboys in France, we assaulted one another with clods of clay and long, dry reeds. We went to the village hall and studied the rust rifles and machine guns that the Legion post had brought home from the First World War and imagined ourselves using them to fight Germans.But we never seriously thought that we would ever have to do it. The stories we heard later; the Depression veterans with their apple stands on sleety New York street corners; the horrible photographs of dead bodies and mutilated survivors; “Johnny Got His Gun” and the shrill college cries of the Veterans of Future Wars drove the small-boy craving for war so far from our minds that when it finally happened, it seemed absolutely unbelievable. If someone had told a small boy hurling mud balls that he would be throwing hand grenades twelve years later, he would probably have been laughed at. I have always been glad that I could not look into the future.

It was over a century and a half ago that Clausewitz made his now famous remarks on the relationship of war to policy. Most simply, "war is not a mere act of policy, but a true political instrument, a continuation of political activity by other means." Political considerations reach into the military means, to influence "the planning of war, of the campaign, and often of the battle." Clausewitz clearly believed that statesmen could and should ensure that policy infuse military operations. Those in charge of policy require "a certain grasp of military affairs." They need to be soldiers, however. "What is needed in the post is distinguished intellect and character. He [the statesman] can always get the necessary military information somehow or other." Clausewitz was overoptimistic on this score. Few have challenged his judgement that policy must infuse acts of war, but the achievement of this goal has proven more difficult that he imagined...Functional specialization between soldiers and statesmen, and the tendency of soldiers to seek as much independence from civilian interference as possible, combine to make political-military integration an uncertain prospect.

Civil war... What did the words mean? Was there any such thing as 'foreign war'? Was not all warfare between men warfare between brothers? Wars could only be defined by their aims. There were no 'foreign' or 'civil' wars, only wars that were just or unjust. Until the great universal concord could be arrived at, warfare, at least when it was the battle between the urgent future and the dragging past, might be unavoidable. How could such a war be condemned? War is not shameful, nor the sword-thrust a stab in the back, except when it serves to kill right and progress, reason, civilization, and truth. When this is war's purpose it maeks no difference whether it is civil or foreign war - it is a crime. Outside the sacred cause for justice, what grounds has one kind of war for denigrating another? By what right does the sword of Washington despise the pike of Camille Desmoulins? Which is the greater - Leonidas fighting the foreign enemy or Timoleon slaying the tyrant who was his brother? One was a defender, the other a liberator. Are we to condemn every resort to arms that takes place within the citadel, without concerning ourselves with its aim?

The American people are sick of this war, and we're going to get out of there.

Suppose two men at cards with nothing to wager save their lives. Who has not heard such a tale? A turn of the card. The whole universe for such a player has labored clanking to his moment which will tell if he is to die at that man’s hand or that man at his. What more certain validation of a man’s worth could there be? This enhancement of the game to its ultimate state admits no argument concerning the notion of fate. The selection of one man over another is a preference absolute and irrevocable and it is a dull man indeed who could reckon so profound a decision without agency or significance either one. In such games as have for their stake the annihilation of the defeated the decisions are quite clear. This man holding this particular arrangement of cards in his hand is thereby removed from existence. This is the nature of war, whose stake is at once the game and the authority and the justification. Seen so, war is the truest form of divination. It is the testing of one’s will and the will of another within that larger will which because it binds them is therefore forced to select. War is the ultimate game because war is at last a forcing of the unity of existence. War is god.

Daily, the media report human activity in which force is used to settle disputes. Since 1945 not a single day has gone by without war, and the end of the Cold War has not reduced its frequency. For example, in 1994 more than thirty major armed conflicts were fought in twenty-seven locations throughout the world in such places as Afghanistan, Algeria, Bosnia, Chechnya, Liberia, Rwanda, and Somalia. Given its wide spread occurrence, it is little wonder so many people equate world politics with violence.In On War, Prussian strategist Karl von Clausewitz advanced his famous dictum that war is merely an extension of diplomacy by other means - "a form of communication between countries," albeit an extreme form. This insight underscores the realist belief that war is an instrument for states to use to resolve their disputes. War, however, is the deadliest instrument of conflict resolution, its onset indicating that persuasion and negotiations have failed.In international relations, conflict regularly occurs when actors interact and disputes over incompatible interests rise. In and of itself, conflict is not necessarily threatening when the partners turn to arms to settle their perceived irreconcilable differences.
